The only way this would be funded normally would be by the cue makers themselves, generally all schemes of this ilk are self funded.
I cannot see any current established cue makers doing this as they already have a business that is thriving and don't need the approval of any scheme as sound an idea as it maybe.
There's no safety aspect to this so the rubber stamp as such would be voluntary and I can't see anyone opening themselves up to any annual testing or otherwise.
