If it was my cue I would firstly get in touch with CC see what they say, then if they won't help I would send it to another cue maker, I wouldn't spend £350-400 (just a guess) on a cue and risk ruining it for the sake of a £20-40 refurb ( again just guessing at the costs).

I've hit varnished cues with 100 grit and still not taken all the varnish off, varnish loses it's shine quite easily and looks like it's gone, but it's still there. I suppose not all varnishes are created equal if you can take it off with 0000 wire wool. To do a really good job I used the J6 technique of scraping it off with a stanley blade, not for the faint hearted though and I have quite a few crappy old cues to butcher that I don't mind losing.

Are you sure it isn't just multiple layers of oil with a hardener in it ?
My GBL cue is shinny like glass when I got it ....100% oil finished
I finish the butts of cues with an oil like Danish oil with hardeners . You can give it light coats and buff between coats to give it a standard oil finish or you can give it a few "wet" coats which really gets it on there and can harden to look like a lacquer finish .
