I guess that trust has a lot to do with this type of stuff.
When I ordered my custom American pool cues, I was recommended to the cue maker by a mutual friend. This allowed me to first purchase a break cue, which I did and paid for it upfront. This then began my own relationship with the cue maker who in turn began to know and trust me...
By the time I ordered my playing cue from him, we agreed on a deposit then I could pay it off in instalments which I did and paid the outstanding balance 2-3 weeks before the cue was ready to ship.

My point being is that some cue makers will allow the buyer to pay in instalments- but trust has to be built in place first."I got injected with the passion for snooker" - SQ_FLYER

BTW
I think it's a great idea - even if it's just to pull some community spirit together...

There are a lot of key points that would need sorting out, agreed and adhered too.
We all have dream cues that are priced accordingly - so how would a budget for each person be set?
E.g.
Person A has a dream cue that costs £500 - however person B has a dream cue that costs £900
How do you envision this working?"I got injected with the passion for snooker" - SQ_FLYER

Then there is the sticking point of who holds the money.
I think that this should be either:
A well know existing retailer or a well know cue maker - a person who values their reputation more than a few hundred pounds..."I got injected with the passion for snooker" - SQ_FLYER

The waiting times on some cues are quite long now, so ordering a cue now to pick up in a year at £20 a week would buy any cue you wanted.
Also you could end up in a situation where someone who has gotten their cue then stops paying the weekly payment for others to get theirs etc
