cues

hi everyone
i have got a craftsman 3/4 ultimate very nice cue abt 3 months old -only thing has stain or lacquer above the splicing-how would i get rid off it-sand it off?what sandpaper would i use etc-or should i just leave it on -but feels a bit slidey-feels unatural feel to the cue
i dont wont to ruin it either
