I have seen this type of hard stamping on Burroughes & Watts items before. I'm fairly sure I have seen it on their cues but cannot be 100% sure of my memory. I have always associated the hard stamp with items of low value (at the time) produced in bulk. Typically if someone was buying a billiard table in 1910 it would be delivered with all the accessories including half a dozen cues. This would be the sort of cue which I would expect to be supplied as part of a standard package. It looks a bit odd as someone has clearly been having a go at the butt end with a file at some point in its history.
