Oil filled radiators are the one's I recomend , you can place two or three under the table , heat will rise and heat the cavity below the slate , held in by the frame sides , even when switched off the oil will stay warm for a while and continue to heat the slate .
you preheat the table two hours before a night of snooker then when play is ready to start , unplug , the slate will remain warm all evening . leave on if you feel you require constant heat .
if planning a new Room , have sockets installed under the table in the floor , if side wall sockets used , watch you do not trip on the cable .

DO NOT USE OPEN ELEMENT CONVECTOR HEATERS covered only by a grid or grill or mesh they are a FIRE RISK .

I have never tried this but I think I'd have a go with an underfloor heating mat.

You can but the whole kit, eg. the mat, thermostat and controller in a box. You could then attach the mat to the bottom of the slate. These mats are designed specifically for heating up concrete slabs, tiles etc.

It might be the perfect solution!
