The only info I can find on this is in a discussion over at 'the other place'. (I'm not bitter, here's a link).
Nothing official has apparently been announced yet, but the gist is it's been cancelled because they didn't give the players (many of whom are obviously overseas) enough time to pack bags, book flights and get visas. Sad news, and with the unfortunate cancellation of this season's World Amateur Championship also it has to be said, the IBSF has had a bad year.
Presumably it is cancellation rather than postponement because there's no time now to fit it in before the next season starts.
As for the when and where, it would've been at Pontins, Prestatyn (Wales) in mid July.
Your friend has my sympathies then. As far as concrete confirmation goes you'll have to wait for an official announcement from the IBSF, which will probably be made on ibsf.org.
That said, it was Janie of globalsnookercentre that alledged the cancellation on snookertalk and she normally knows what's what. From the sounds of it I wouldn't hold out too much hope that it'll even be rescheduled, unless they hold two next season.
It sounds like they're keeping the option open to reschedule it but nothing's planned yet, and they're already looking to the 2007 competition. Probably not the news your friend wanted, but there it is.
