Playing off the cushion is always difficult. I recommend what I was taught by Wayne Griffiths when I did my coach training. That is to choke up on the cue until the forearm is in FRONT of the vertical, do your normal feathering and backswing (although backswing might be limited by the 'V' being closer to the cueball), keep the grip nice and loose and DRIVE through the top of the cueball (but not with a lot of power) and make sure your grip hand gets to the chest. The tip should just brush the cloth on the cushion.
There's no need to raise the butt although some players (Steve Davis) recommend raising it a touch but to my mind you're already in an awkward cueing position and raising the butt will amplify and off-centre hit and provide a swerve effect.
