Watch is very carefully though as on the backswing the elbow only goes down about 1" but on the delivery it's at least 2" and maybe a bit more.

For goodness sakes, I've said over and over and over again it doesn't have to drop on any pots that are at medium pace or less.
It's not something you should worry about and you shouldn't be trying to copy the various styles of various pros anyway. You should try and play as stephenm rather than a clone of Trump, O'Sullivan or any other pro.
But for you, and just for you, Steve Davis didn't drop his elbow at either end when he was king of the world so perhaps you should try and copy him and forget all about dropping your elbow. Or else you could allow yourself to play naturally and don't worry about whether your elbow drops or doesn't on any particular type of shot and the you will be using your own natural technique and not be a poor carbon copy of some other player's natural technique.
We are all different and we all have different natural techniques and even set-up.

the quarter ball or thinner shot where Judd said he'd purposely decelerate through the cueball to get position on the black - it always seems wrong to me to decelerate (although I do sometimes accidentally lol) ...
the ultra-thin cut into middle where Judd said you need to use side to make the potting angle - either left-hand or right-hand side would do but plain ball wouldn't work (he preferred right-hand side) ... OK, it's an exhibition shot, he wouldn't normally play it in a match cos it's far too risky and the white is running loose but I thought it was interesting nonetheless ...
