I believe Oma meant he started dropping the elbow near the end of his long backswing which is actually good form. With a 10" backswing you can't keep the cue on the same plane without dropping the elbow a bit (maybe 1" or so) and therefore if you don't drop the elbow the butt of the cue will rise and you will end up 'scooping' the cue into the cueball with the tip rising from the start of the delivery to the strike.
Now on the delivery however, dropping the elbow is not a great thing unless it's done well after the strike but the problem is a lot of players allow the elbow drop to 'creep up' in their delivery and that is not a good thing as the shoulder muscle is what drops the elbow and it shouldn't be involved in the shot at all (see Judd Trump). This is also what happens when a player uses a shorter backswing as then he will try and use the more powerful shoulder muscle to deliver the cue and at the same time grip the cue tighter right at the start of the delivery.
