Yep. Apparently, potting the black and going in off is 37.

Saw one lad end up with the green spot covered by the black as it wouldn't spot then the green had to go on the black spot, didn't play for the black until around the 2nd to last red when he ran out of position, suppose that's the only way you'd see a really low clearance, that and a few double or triple reds?

As far as I know , the lowest possible total clearance ever Achieved is 112 !!
I could be wrong about that !!

I have made a TC of 113 before.

I would imagine it's been done under 100.
