Not really, take away the fact that phonetic is the wrong term, why a need for computers to teach five year olds to read, I didn't need one.
in my 15 years in education I've never know(n) the phonetic alphabet to be taught. Unless of course you actually mean phonics?
it was always in red when I was at school.
'Phonetic alphabets' are for example 'Alpha Bravo Charlie Delta' etc. Perhaps you went to military radio school....
Phonics are a method of teaching English using the sounds of words and how they relate and form patterns to create new words.

Dear nick, this aiming frame acting similar like the concept of aiming system that im using these day.
1) adrress the OB potting contact line and tying at best to remember the spot.
2) line up shot straight from CB to OB (aim it in a full ball contact)
3) now you see and visualise the line with your mind.. OB potting line is across in angle aim to pocket and CB to OB line accross in full ball contact.. you only need to try to visualise there are space created between this 2 line on object ball.. and those are the exactly aiming line you should adjust in order to pot the ball.
I practice this method in online 3d view snooker game without line on and the result it always guaranteed potting and so in a real game even it proven when hitting thin ball with friction.
The main problem why it will not work sometime.. bad cueing.. sighting already wrong when at first sight.. eye failed to focus on contact point of the ball..
I saw your aiming card the other day at the club im playing used by one of the player in there.. i would say its a good tool for beginner and amateur.. if people using it they actually have to learn the angle and memorise it.. which is good to build sub conscious potting abilities which later it will help player not to rely to much on his eye sight during pressure game
