Best way to achieve this is by keeping the grip loose all the way through the stroke, a loose grip will let the fingers naturally open on the backswing, keeping the cue as parallel as possible to the bed of the table, keep the fingers loose on the follow through, not so loose that you let go the cue.
Cultivate a longer backswing for power shots, it's the tightening of the grip on short backswing power shots that causes the whole arm to move as one, like throwing an uppercut, also induces head and body movement, make it long and loose and you should prevent it.

To be honest , I think ROS drops elbow after he strikes the CB , NOT before .
If u do that before u strike the CB , u gonna push the cue ot of line of aim .
Most of players with elbow drop ( likes ROS ) , have a long backswing .
I'm Not a coach ,, But imo , it's about timing . If u can time the shot well an consistent , elbow drop should'nt be a problem ( specialy if u have a long backswing ).
I wonder what a snooker coach would say about this matter . !! ??
