a. Practice escaping from snookers.
b. Play him at his own game, rolling up at every available opportunity until he gets as sick of it as you.
c. Play with someone else.
Personally, I wouldn't go down the shootout rules route, don't think it's a good idea to bolt one bad rule on top of another, taking you even further away from the game of 'snooker'. But at the end of the day, it's your game, hopefully you can come to some sort of compromise where you can both enjoy it, after all, that's what it's all about, surely.

TBH I wouldn't play him. In the snooker league I used to play in we played the miss rule but based on handicap the ref would make a decision on a reasonable attempt that got to within a couple of inches as a proper attempt ( depending on difficulty of escape etc )
You cant expect any club player to always escape from a snooker no matter what. They only call a miss almost indefinitely in pro snooker because these guys are sooo good!!
In the group I play with who are 60/70 break makers we decide rules each time before we start a Best Of 7 etc E.g we will play say three misses on a snooker escape. I really like this, because it's helps you learn some angles and discipline in your escapes and improves your match game, but isn't crippling in that the player who potted more and scored best should still win.⚪ 🔴🟡🟢🟤🔵💗⚫🕳️😎

This problem rised up because of the last session we had played and it was 3-3 in sets ,2-1 to him in frames to him (we play up to 3 for a set) and he had been fluking all over the gaff and that particular frame he fluked a snooker really bad and my head just went and we had abit of a falling out (nothing personal) but in snooker terms

I used to play a lad like this, I told him I would only play him if we played highest break wins the frame. It changes the whole approach to the frame, sure you can play a snooker to create an opportunity but there's no point racking up points from it as its not a break so doesn't win you the frame. This is how you play darts ,MVG two nines in the same match!

but don't try to get yourself elected, for if you do you'll have to cut your hair

Honestly I'd rather play on my own than with someone like that. This is how you play darts ,MVG two nines in the same match!
