Color in wrong pocket Foul or not?

Say blue is the ball on and it goes in another pocket that was not the target pocket. Is that a foul? Or just a respot.

There is no 'call shot' in snooker and any ball can be made in any pocket at any time (as long as it was the ball 'on' that is).

Because of confusion with 8-ball in some parts of the world, with their local rules, snooker has become a call-shot game, but it's not and never has been.

That counts as a pot, just the same as it would if the blue went in the pocket you intended it to.
