You mean specifically for O'Sullivan? Yes, a few times. He won the 2014 Masters final, the 2018 Players Championship final, and the 1997 UK Championship final, all without making a century break. He also had a highest break of exactly 100 in the 2004 World final.

Other players have won best-of-19 finals without making a century plenty of times as well. In fact, Graeme Dott even won the 2006 World final with a high break of 68, and that's not exactly ancient history.

Back against the wall, a 6th final lose looming. Ronnie O'Sullivan pulled a finger out of his smelly bottom and fight back like the warrior (not Kryen) he is. Proved his doubters wrong. Congratulations Ronnie, the relief on your face when you potted the winning ball shows it all... Winning is still important to you.
