The Merseysider launched a superb comeback to recover from 9-5 down to 9-8 and looked set to square the match at 9-9 after a break of 62 in the 18th frame.
But Dubliner O'Brien got the snooker he required then cleared to the blue. He missed the pink but fluked another snooker behind the black, and cleared up to win 10-8 after Parrott had failed to escape.
"It was unbelievable, to lose the match in that fashion is a real sickener," said an emotional Parrott, aged 40.
