There have certainly been cracks in O'Sullivan's game after the interval, and Ebdon has exploited them to some extent, but not enough.

It's not quite the same. Ebdon could have put O'Sullivan back in this time, and he would be left with virtually the exact same shot as before.

Don't forget Ronnie was 53-12 ahead..
and he knew Peter wont left it for him and he knew Peter safety play was poor

Well yes, Ebdon couldn't have the balls replaced, but since nothing moved significantly, he could still have asked O'Sullivan to play instead.
