This has been discussed before and I have to say, that it´s an english thing. I learnt to play a local carom like game, and there were chalk all over the place, so it´s probably an old habbit for Ding. Personally I don´t bother about leaving chalk at the rails.

I know the difference quite well, but normally Ding´s very motivated when he plays Fu just like when he´s playing chinese players.
