If Liang or Allen were to win the Shanghai Masters would they have won as qualifiers or not given that they are playing their previous rounds at the actual venue?

I would say they would be qualifiers. I know you qualify for the venue but you also qualify for the tournament proper (Is that the phrase for it). So they would be at the venue but they qualfied for the main part of the tournament and it is qualifiers where ever it is.
Good question though. Good observations!

yeah they still have to play qualifying rounds to reach round 1. Just because they are playing them at the venue does not alter the fact that they are qualifying rounds, so if they do go onto win, they would definately have done so as qualifiers, even though they had been spared the Pontins environment."You can shove your snooker up your jacksie 'cos I aint playing no more!"
