I would say break building is on par with safety side, requiring more skill than potting, which, for me, is the easiest thing if you keep the cue ball under control. And when it comes to tough pots, we see a lot of players getting them, but not many of those take their chances as well as they should, lacking a strong break building skill.
And if you don't have the tactical side, well, you usually don't get good opportunities thrown at you, especially if your opponent is strong in that department.All the way Mark J!!
