Player prepares to break off, totally miscues and doesn't hit the reds, with the cue ball finishing ANYWHERE on the table, is it a 'Free ball' as none of the reds can be hit at their extremes?

No.
Each Red is considered on its own, as if it is the only Red on the table. A Red can not be snookered by another Red.
If any Red is not snookered, no Free Ball.

Thank you DeanH. Can I ask another question please. If a player commits a foul and the opponent asks him to play again but before he gets chance to play his shot, the opponent changes his mind as he thinks he's made a mistake, is this allowed or not?Comment

Once a player has requested an opponent to play again after a foul or requested the replacement of ball(s) after a foul or a Foul and a Miss, such request cannot be withdrawn. ..."
