How many points?

My partner potted a red ball but then the white hit the black and went in off, how many points do I get? Is it just 4 points or is it 7 as it went in off the black?

From your wording the Cue Ball went in off after hitting the Black (Black not pocketed) then it is 4 penalty points being that the Red ball is ball on.
Just because the Cue Ball hits another ball and goes "in off" the subsequent hit on a higher value ball does not affect the penalty points awarded (as long as that higher value ball is not pocketed).
