If after a red is potted and then the cue ball moves and is touching a colour can the player nominate another colour and pot it without penalty?

As long as the ball being touched does not move, the player "plays away" so the touching ball does not move as a result of the stroke.
The nomination declares which colour is now the Ball On, it does not HAVE to be the touching ball but can be.
If the touching ball is nominated, the player has to play away and does not have to hit any other ball, but can; no other ball or balls to be pocketed (that would be a foul).
You can play away from the touching ball and come back onto it from a cushion, etc.
If the touching ball is NOT nominated, the nominated ball must be the first ball hit by the cue ball upon the stroke. This nominated ball can be potted or not.

Thank you very much Dean.
I was showing a (pool player) friend how to play snooker and this situation arose and after a few minutes of trying to explain I was doubting my memory...surprisingly he likes the game and made a 79 break after about an hour or so. Small balls and big pockets helped tho.......
