Player pots a red and then pots the pink but, on getting up from the shot, he inadvertently touches the black with his cue. What is the penalty please?

as said above, in your scenario the penalty would be 7
- ball-on (pink) value is 6; ball concerned (Black) is 7, value higher, so penalty is 7

In the Rules see section 3.11 Penalty Values for the details on all scenarios; in your case 3.11(b)(vi)

(b) Value of the ball on or ball concerned, whichever is higher, by:
(vi) contacting, with any part of the player’s person, attire or equipment, a ball in play, or any device used to mark a ball in play;
