I have been watching this format recently and it seems to be pretty good and watchable. I see that where a foul is committed the cue ball is deemed to be 'in hand' and the player coming to the table can place the ball anywhere he wishes. I have seen a few instances where this has happened, such as an in-off or not touching a cushion when a pot is not made but, I have a couple of questions if I may please.
Firstly, I'm not too clear as to the 'ball must hit cushion' rule. Can this be either the cue ball or the object ball? Secondly, if the player at the table fails to play their shot within the allowed time, is that the normal penalty points, i.e. dependant on the value of the ball on and, is the ball 'in-hand' after such a foul and so can be placed anywhere on the table as per any other foul?
