    The scenario, with all reds potted, playing the colours, attempted pot on the yellow fails, leaving the cue touching the blue ball, so is playing away from the blue in attempt to pot the yellow, is that a foul?

    No.
    As long as the stroke is played away from the Blue, the "touch" is not considered a hit on the Blue as part of the stroke.

    Also, it is not a Foul if the referee is satisfied that any movement of a touching ball at the moment of striking was not caused by the striker. For example the Blue rolls into a dent in the cloth as the Cue Ball moves away.

      No, the player cannot be penalised for having touching ball if its touchimg a ball that cant be on. For all intents and purposes, there is no need to check for touching ball in this scenario other than to keep a close eye on if the blue moves. You would still need to hit the yellow.
