    Touching ball on red. I hit (or just touch with a tip) white so that it barely moves, more like it leans forward and then comes back to original position, still touching ball on same red. There was just one, very light contact with cue tip.
    Foul or not?

    That in itself (the fact that the white returns to rest on the red) is not a foul.

      As long as you were playing away from the red and the red did not move, then the stroke is fair. See Section 3 Rule 8.
