    From the 1995 rule book:

    Dimensions
    (a) The playing area within the cushion faces shall measure 11 ft 8½in x 5ft 10in (3569mm x 1778mm) with a tolerance on both dimensions of +/_ ½ in (+/_ 13mm).

With that length, even 17 balls could cause a problem, after all!

So, in conclusion, *IF* this very unlikely scenario ever happened the referee would use his common sense and spot the blue as near to its own spot as possible, without touching another ball, on the centre line of the table towards the bottom cushion (ie towards the brown spot).

and that's what we'd expect him to do, yeah.

therefore I got to guess the exceptions of pink and black have been written down in the rules later on, as they happened - and blue isn't in because nobody ever though about it, as it's not likely to happen.

You're quite right, I forgot to take account of the balls covering the baulk spots! A 'duh' moment if ever there was one!
