It's decided between the players but on the whole, no.

The miss rule doesn't work really without a referee.
Without a referee if the two players disagree whether a shot is a miss what do you do? Both players opinions carry equal weight.
Oh, and that's a bad miss.

It needs to be decided between the players before the match starts exactly what you would consider a miss. A lot of people will say if you can see it put it back if you were snookered its not a miss.

It also depends on the standard.

If there is a referee, then the Miss rule should definitely be used.

If there isn't, then players of a pretty good standard do call Misses against themselves; they know when their own attempt was wildly out or when they would be called for it in a proper match.

As noted above, arguments can and do sometimes arise.

If it's a few guys down the club, having a few frames over a few drinks, then there is little point in it. I've seen players who are lucky to pot two balls in a row, eagerly replacing the white after every failed attempt, which is obviously ridiculous. ...And then, one of them says they touched the blue with the rest and the other says "Oh, don't worry about it!" The irony amuses me.
