not ideally no as there is always the possibility that they may fluke the black after rolling the pink in. I would be more than happy to leave a shot like that on the pink after attempting to pot it though! Anyway that makes no difference. It doesnt afford good position on the black!

Even if it was somehow a sound tactic to want the black on its spot rather than over the pocket, one thing the player could do is to play the pink safe and aim for the cue-ball to then go on to knock the black in. There would be nothing the Miss Rule could do about that.
If done in such a way that it could have been viewed as a careless cannon rather than deliberate, I doubt the referee would be able to warn for ungentlemanly conduct.
In fact, the tactical benefit of the shot is so unlikely to be an obvious one that any ungentlemanliness would perhaps be out of the question.

Slightly off topic, but in the recent amateur ACBS Asian 6 red championship in Thailand, there were intentional fouls. This was due to the new 6 red rule that is "ball in hand" if the opponent fouls, and there not being a miss rule.
A situation in which this would occur is if the player who was leading substantially on the colours was put in a really tough snooker. They would intentionally not play the ball on and instead put a high value colour on the cushion. That's NOT what we all said.
We said: confronted with a black at the edge of a pocket, and with a pink (ANYWHERE on the table), it is
a) useless to foul the black by sinking it with the cueball off the pink (so no miss may be called)
b) the right shot to play is a safety
c) by leaving the pink in the corner where the pocket is blocked by the black is VERY EASY
d) therefor, read b) again.
of course there are situations where the pink and the cue ball (AFTER a shot you'll have to play first) won't offer an easy pot with positioning for the black. but you won't get the balls into that situation.
