  • Free ball situation

Right, lets say just colours in play, after a foul I have a free ball. yellow up table, I take black
and roll off it behind blue, black comes off cushion and rolls in front of yellow [ ball on ] would this be a foul, as the blue is the effecting snookering ball, also green or brown could also be between yellow and cue ball.

You've answered your own question. Blue is the effective snookering ball, as it is the nearest obstruction to the cue ball, preventing a clear path to the yellow. Therefore no foul.

      Yes its Not a Foul.

As long as you havent Snookerd the Opponent Directly behind the Ball you Used as a FREE BALL its Not a Foul.
