I know you can't jump over one ball to hit anotherbut if you are on the blue ball say, and you miscue and the cueball jumps, hits the blue ball on the farside and rolls to the rail, is it a foul and if so how much?
Yes, it's a foul, worth 5 points. The cue ball hits the blue on the farside (jumps over the object ball). It doesn't matter if the cue ball jumps over a ball to hit another or if it simply jumps because of a miscue.
