i watched a match on tv where stephen hendry unscrewed his cue only for his opponent to miss and hendry to clear up and win

You can snap your cue mid frame as far as I am concerned, it is still not a concession.
However if you are putting your cue away it clearly shows to your opponent that you believe the frame is over, it could be said this puts more pressure on their shot.
It's all just a mind game really.

I also say Stephen hendry do this against someone in one of the bbc televised events (i think against mark Williams) and it wasn't seen as a concession. I think its not a concession as your ahead by 10 points. Also As its done on the teli this would suggest that its not against the rules.
Though i would suggest not doing it again if the opponent can't accept an apology for doing it and expects to take the frame.

This happened to one of my team mates during a league match a few months ago. My mate was something like 15 behind with 18 on, and while he was attempting to clear the 3 remaining colours (all awkward shots I might add, even without any pressure on) his opponent was chuntering bucket fulls about a ball rolling off on his last shot. When this failed to put my team mate off the blue and pink, as he was lining up a tricky black with the rest for the frame, his opponent began to unscrew his cue (and not in a subtle way) and put it back in his case, to which my team mate stood up off the shot and asked if he needed to pot the black. His opponent replied " you still have to pot it, but your not going to miss it. Unbelievable!! Thankfully our man refocused and slotted the black in, to exaggerated applause from our lads. Clearance of the season :-D
