What does it mean when people state the specs of a cue, and they say... BUTT: 30mm?

What measurement is that? What are they talking about?

don't you mean the circumference? the diameter will be hard unless you split the cue open to measure across

A vernier is a special tool that has arms that come in from each side and measure the diameter
