Yes I think that's it. It is just a tradition that started some time – maybe for a practical reason, like the two players were introduced (it is logical to have the higher seed last) and each came in through the nearest door to his seat rather than through a central door. This is just specualtion, but I guess it's one reason that it might occur.

Having said that, it occurs to me that that is unlikely! The rankings were only begun for the 1977 World Championship, so it is could not have been a consideration pre-Crucible.

So the conclusion is: Dunno!
