Yes 3.10(d) states that the penalty would be seven points for failing to declare which ball he is on when snookered or if requested to declare by the referee.

In the poster's scenario though, green has been nominated, as you say, so ball on is green, and penalty would be 4 points as covered by 3.10(a).
