I have some pads that are to be put between the tip and the ferrule.
What does a wafer look like, is that just a thick layer of special glue?

you knock a pin in it ( for holding) then immerse in boiling water for 2 minutes , it softens ,then place on ferrule, and then put tip on top, leave 24 hours to set.
better than any glue & acts as a shock absorber, & tip never falls off. it looks like a small piece of plastic 2-3 cm thick and same size as tip

If you just want a thick gel like layer of glue, how about epoxy?

Well, apart from mayby, elderly gentleman from the local club may have some, I have not seen any in anyshop in town or on the internet. Mayby Thurstons or Peradon may have some in their cellars!

              www.Peradon.co.uk

If links do not work, just type in Thurstons or Peradon in Google search.
