Pocket size ?

i have just had a table fitted and the pockets seem really tight ,just wondered if there were any guidelines on pockets and how or were to measure them as i'am a novice at the game the bigger the better also if they do turn out to be very tight can i make them bigger ? and rough cost to do this ? thx again if anyone can help
