    Im guessing its the length of the cue from tip to the join/thread. Some cues are split in the middle, while some are split 3/4 of the way down the cue, having a small butt end to screw on. Others are one peice too.

      It refers to the position of the joint.

      A 3/4 has the joint roughly 3/4s of the length along the cue, measured from the tip end. A half jointed cue (sometimes confusingly just called a 2 piece) has the joint half way.
