Tournament and Ranking Software

Can anyone tell me what software is used to take care of the official rankings and tournament draws?

I'd also be interested to know what people use to do the draws for their local tournaments. Ideally I would like to have something which would generate rankings based on results in the scratch competitions, and possibly look after handicaps based on some user configurable settings i.e. handicap increase for first round losses and getting cut for reaching a semi or final.

I could write some code myself but I'm sure there's something out there which would save me the trouble?

Not much as far as I know, I have been thinking of writing something like this as well, but have some other things on my plate first.
