Err..yep , but that's 97/98 season , not 98/99 as it was mentioned in the first place , in the quiz!(" He lost ALL his opening matches in the 1998/1999 season.")

Shawn Budd did have a bad 98/99 season, losing every match (good find chasmmi) however I don't think he was ever ranked and he didn't enter the 1996 worlds either.
