The answer is indeed the 7 Englishmen in 1995: Bond, Ebdon, Hicks, O'Sullivan, Parrott, White and Wilkinson Even with seven out of eight the Scotsman won it!

The lowest is I think 1981-82, when there was no change in the names of the top-16.
The greatest movement is I think 5, this coming season (Hamilton returning, plus Murphy, Hawkins, Robertson and Carter) and one other season which I can't remember off hand.
If you don't include Hamilton because he's returning, then this year's 4 new names is probably the record.
