I excluded everyone as well, only Jimmy White didn't appear in any later stages of all tournaments it seemed. So, I went for him.

Well at the risk of losing my own provisional point there was a guy called shawn budd who had a record of 0-9 in qualifiers that season but finding any other details about him is not exactly easy and he didnt seem to enter the 1996 worlds at all.

Shawn Budd did have a bad 98/99 season, losing every match (good find chasmmi) however I don't think he was ever ranked and he didn't enter the 1996 worlds either.
