But if one player pots all 15 reds in one shot but goes in off, the other player then pots 6 colours so total of 7

Actually, that very much does observe the laws of physics. Take an infinite amount of tries, and an infinite amount off table layouts, add in infinite cue power, and sooner or later all 15 reds will fall in one shot.

Are we to assume that potting ONE ball does not constitute a "break?" and total clearance means potting how ever many balls are on the table, in sequence? If so, then if only pink and black are left on the table and are potted in sequence the "break" would be 13. So is the answer 13?

Total clearance means all balls on the table, not just what's left lol

The lowest possible total clearance is 65 , 15 reds = 15, 15 yellows = 30 and all the colours up to the pink = 20 and in off the final black means 7 to your opponent with all balls potted, table cleared and you win 65-7.

Nope, we've discussed this before. All 15 reds in first stroke, then yellow and then six colours = 44.
