Yes Obligation, it is - but many people attempt to promote their sites without going through the proper channels. Hardly fair for me to operate a site that costs me money every month or the sponsors of the Prediction Contest, to have someone walk in and say "hey check out my site".

Personal sites are fine and more than welcome. Perhaps he can offer some prizes for the Prediction Contest like the other sponsors...
