I don't think it's that surprising. I took the 14 day period as being only against the decision to suspend pending investigations, the alternative being to keep playing during investigations, which was never realistically going to be agreed. I can't imagine that the Chinese players legal teams were expected to prepare a full defence and attend hearings in those 14 days, with Christmas being in the middle, that will come much further down the line. This 14 days was much more likely to be similar to a bail hearing for a court case, or something like that, not the only opportunity for all the players to plead their innocence.

Jamie Jones appealed but lost even though he was only guilty of not alerting world snooker of an approach to fix a match. One must consider what sort of people one is grassing up and the possible consequences for oneself and family, the chinese boys may have faced a similar dilemma, who knows
But then again maybe 20 grand a year isn't enough, the bookies as main sponsors pay out anyway so they should up the minimum wage.
