tbh i think its got more to do with shaft, and tip (type, not size). like, if u hav a good tip, but the shaft is whippy, itll still giv u some unwanted side or something if u cue slightly off centre.
i find, with cheap cues (myx, chinese cues, etc) the taper on the shaft is very gradual all the way up, even if the tip is 8.5mm. if the tip is thin, the shaft ends up being very thin, while, ive seen on higher priced branded cues, the tip only rlly starts getting thinner 3 or 4 inches from the ferrule, and i think this makes for a better playing cue with a small tip. like, if u hav a cue with a small tip(say, 9mm), but a thick bridge shaft, then it wont deflect as much, and u cue just as u would a good playing 9.5mm cue, and things like unwanted side, or, if ur worried about deflection, it wont be that bad. while if u hav a 9.5mm tipped cue, with a VERY whippy shaft, itll probly be worse than the one with 9mm tip. i personally like using smaller tips. for example, i want a fairly stiff snooker cue (10mm) to play american pool with. i cant stand american pool cues, and find my control is way better, as well as cue power, when i use a snooker house cue (although i have to pick a stiff one, whippy ones are HORRIBLE). hope this helps =]
