Are these tartan waistcoats some sort of uniform?

I never gave it a second thought before but I'm wondering now why so many pro's wear the same waistcoat with the tartan back piece. Is it something to do with them having the same manager or simlar as i kinda remember most of the pros were signed up with Barry Hearn or was it?
