Imagine a situation where Red is closely snookered with pink on one side, just opposite bottom cushion and touched with yellow from side. no chance of hitting the red with cueball. at this stage, can I go for deliberate foul on hitting yellow or I just try to hit the red only whether it is breakable or not. because I heard that at international standards, if you remain unable in breaking the snooker, the refree puts the balls on same position again and again till its not get through correctly.

According to the rules, the player must strike the cueball with the force and direction so that the ref is satisfied that he's done his best to hit it. A foul will still be called, but a miss won't be.
The balls are only replaced at the opponents request if the referee calls a miss. A miss is only called if the referee thinks that the player hasn't tried his best to hit the ball on. A miss isnt always called if the snooker is difficult, and it's never called if the snooker is impossible providing the player has made some attempt.
